Guy overstepped the line there. It's one thing to imagine this and keep it in your head, maybe write it as fiction, or perhaps use AI to generate pics of it. It's totally another to do it for real and force those women into this situation. Dumbass got caught, eventually. The fact the case is dragging out this long is a huge problem.

Yes, that guy is a criminal. He's probably going to prison for a long time.

I do admire his creativity. But he was also very stupid to think he could keep doing that and not get caught.

I'm going to take an educated guess here...

The police and prosecutors may be trying to build a case that is strong enough to charge him with sex offenses.

Putting a drug in someone's drink without their knowledge or consent is unlawful. But it's not a sex crime. They may be working carefully to develop solid evidence of his motivation. If they can charge him with sex offenses, the penalties could be much stiffer.

If they charge him now, without such evidence, then either they charge him only with the unlawful drug adminstration, and he lawyers up, or they charge him with sex offenses without a proper foundation, hoping to find more evidence, and taking the risk that those charges may be dismissed.

They want to get it right the first time.

On the other side of the equation, they guy is probably trying to negotiate a plea.
